Thank you for visiting the Department of Early Learning (DEL) website and reviewing our privacy notice. This notice provides information about the following topics:
Section B. Collected information and how it is used
By visiting the DEL website, information about the visit is automatically collected and retained. Information is gathered and retained about the visit simply by browsing the website, reading its content or downloading information. The DEL website automatically collects and retains the following information about your visit:
- The Internet Protocol (IP) address and domain name used. The IP address is a numerical identifier assigned either to your Internet service provider or directly to your computer. We use the IP address to direct Internet traffic to you. This address can be translated to determine the domain name of your service provider (e.g. xcompany.com or yourschool.edu).
- The type of browser and operating system you used.
- The date and time you visited this site.
- The webpages or services you accessed at this website.
- The website you visited prior to coming to this website.
The information that is automatically collected and retained is logged and used by DEL to improve DEL’s web services and help DEL understand how people are using the DEL website and its services. The goal is to continually improve the website’s usefulness to the public.
The collection and retention of information voluntarily provided by you.
In addition to the information that is collected and retained as described above, the following additional information will be collected and retained while visiting the DEL website:
- Your email address and contents of the email.
- Information volunteered in response to a survey.
- Information provided on any online form used to facilitate an online transaction.
- Information provided for any other online transaction.
The information sent by you and collected and retained by DEL is not limited to text characters and may include information that is formatted in a audio, video or graphic format. The information is retained in accordance with chapter 40.14 RCW, the Preservation and Destruction of Public Records Act.
Section C. Personal information and choice
DEL does not collect or retain personal information about you unless you voluntarily provide it to DEL. DEL’s receipt of personal information normally occurs when DEL receives an email from an individual, the individual participates in a survey, or completes and submits an online form.
DEL may be required to release to members of the public personal information contained in a public record if asked to do so under Washington State’s Public Records Act (chapter 42.56 RCW). A domain name or IP address is typically not considered personal information.
Section D. Public access to information
Washington State’s Public Records Act (chapter 42.56 RCW) requires DEL to disclose all public records upon request, unless the record falls within a specific Public Records Act (“PRA”) exemption or other statutory exemption. A “public record” means “any writing containing information relating to the conduct of government or the performance of any governmental or proprietary function prepared, owned, used, or retained by [DEL] regardless of physical form or characteristics.” RCW 42.56.010(3). A “writing” is defined as “handwriting, typewriting, printing, photostating, photographing, and every other means of recording any form of communication or representation including, but not limited to, letters, words, pictures, sounds, or symbols, or combination thereof, and all papers, maps, magnetic or paper tapes, photographic films and prints, motion picture, film and video recordings, magnetic or punched cards, discs, drums, diskettes, sound recordings, and other documents including existing data compilations from which information may be obtained or translated.” RCW 42.56.010(4).
All of the information collected or received from you or other individuals at this website becomes a public record and may be subject to inspection and copying by members of the public, unless a legal exemption exists. RCW 42.56.070(1) says the following:
“Each agency, in accordance with published rules, shall make available for public inspection and copying all public records, unless the record falls within the specific exemptions of [the Public Records Act]…or other statute which exempts or prohibits disclosure of specific information or records.”
To the extent required to avoid a violation of an individual’s personal privacy interests protected by RCW 42.56.210(1), a person’s identifying details are exempt from disclosure to the public in a manner consistent with RCW 42.56.210 However, in every case the justification for the exemption must be fully explained in writing. To determine whether an individual’s personal privacy interests are violated by a possible release of information, DEL must determine whether the information disclosed would be (1) highly offensive to a reasonable person; and (2) is not of legitimate concern to the public.

Section E. Certain personal/private information required by DEL
DEL may request that you provide certain personal/private information in order to process an online transaction. You may choose not to provide this information. However, if you choose to not provide the information, DEL will be unable to process the online transaction.
You may also complete the transaction in person or by mail. However, if you complete the transaction in person or by mail, you will still be required to provide certain personal/private information. The Public Records Act and other laws related to the public disclosure of personal/private information applies to personal/private information DEL receives from you by email, during an in-person or telephone meeting, or received from you in the mail.
Section F. Review and correction of personally identifiable information
You can review any personally identifiable information we collect about you by using the information in the Contact Information section at the end of this Notice. You may request that changes be made to your personally identifiable information that you believe is inaccurate. You must do this by submitting a written request with sufficient documentation or proof that demonstrates your personally identifiable information is inaccurate and should be changed. We will take reasonable steps to verify your identity before granting access or making corrections.
Section G. Cookies
In order to better serve visitors to the DEL website, DEL may use "cookies" to customize your browsing experience. Cookies are text files stored on your computer by your web browser.
Cookies created on your computer by using the DEL website do not contain personal information and do not compromise your privacy or security. DEL only uses the cookie feature to store a randomly generated identifying tag on your computer. You may refuse or delete the cookie file from your computer by using one of many commercially available methods.
DEL has taken several steps to safeguard the integrity of its data and prevent the unauthorized access to information maintained by DEL. For site security purposes and to ensure this website remains available to all users, DEL employs software to monitor network traffic to identify unauthorized attempts to upload or change information or otherwise cause damage to this website.
