Working Connections and Seasonal Child Care Rules
Working Connections Child Care (WCCC) helps families with low incomes pay for child care while they work or meet WorkFirst participation requirements. Seasonal Child Care (SCC) helps parents with low incomes who work in seasonal agriculture pay for child care.
Which rules are changing?
The Department of Early Learning (DEL) is revising WCCC and SCC rules in Washington Administrative Code (WAC) chapter 170-290 and related sections of WAC chapters 170-151 for school-age centers, 170-295 for child care centers, and new 170-296A for family home child care. The rule changes would:
- Implement state and federal audit recommendations.
- Improve the efficiency of WCCC and SCC.
- Improve the programs' accountability for federal funding requirements.
- Reduce fraud, waste and abuse.
- Implement portions of Senate Bill 5921.
- Improve the health, safety and quality of care for children in subsidized license-exempt in-home/relative care.
- Clarify other requirements in WAC 170-290.
