DEL Hearing Rules

When the Department of Early Learning (DEL) takes an action that affects a child care license, authorization to work in child care, or eligibility for seasonal child care subsidies, the affected person or business may have the right to appeal. There are rules that guide the appeal process.

There are different rules for appealing decisions in the Working Connections Child Care program that affect parents' eligibility or benefits, or for a child care provider to appeal an overpayment charge. Since the Department of Social and Health Services (DSHS) makes these decisions in Working Connections, the decisions are appealed under WAC 388-02 DSHS Hearing Rules.
