Phases of Seeds to Success pilot project

DEL is designing and field testing one statewide system in pilot communities around the state. The pilot project was broken into two phases: design and field testing.

Design phase (December 2007 to June 2008)

During the pilot design phase, six pilot communities around the state gathered information from nearly 3,000 parents, educators, and stakeholders to help inform the design of a meaningful, data-driven and sustainable system to benefit Washington’s children and families. Four of the pilot communities were mandated by the Legislature. DEL selected a fifth community to ensure statewide representation. A sixth community, Pierce County, was privately funded and joined the pilot design phase.

The pilot communities included:

  • Clark County (Educational Service District #112)
  • Kitsap County (Olympic Educational Service District #114)
  • Yakima (Thrive by Five Washington demonstration community)
  • White Center (Thrive by Five Washington demonstration community)
  • Spokane County
  • Pierce County (privately funded to participate in the design phase)

These pilot communities had two main tasks:

  • Find out what exists today in their communities. This included information such as what training and education was available, the level of education of those who work with children and information that parents want to know to support their children.
  • Engage all those with a vested interest in early learning including community agencies, educators, and especially parents to find out how to build the most meaningful, data-driven and sustainable system to benefit Washington’s children and families.
